I worked pizza for a while. The delivery fee supposedly acts as an "insurance" for other deliveries that end up not being completed for whatever reason. Prank orders and people that just dont answer their door or phone happen pretty often, actually.

Driving consumes gas which costs money. Man hours also cost money which the company pays as wages. The company operates to bring in a consistent overall profit because companies which maintain profit margins have deep pockets and don't go out of business when, for instance, a pandemic hits. A restaurant which does not charge a delivery fee will simply have higher prices overall so the people who dine in or pick up their own food will essentially be forced to pay for your delivery.
