A best dish that originated from England would imply by the very sentence that it is a dish that is available elsewhere in the world, either in a limited or wide scope.

The only dish I can think of, qualifying for that is seems to be in a lot of places is "Fish and Chips". I see some other suggestions like English Breakfast, but that is not really a thing everywhere, maybe bits and pieces of it like eggs and bacon.
