cooking has always been a high stress, underpaying job unless you hit high end. The industry has been predicated on low costs which are essentially bankrolled by the fact you can pay cooks extremely low and waiters even lower (thanks to tips). For cooks, it's because the industry is full of illegals or ex-cons and/or drug addicts who can't do any better.

Anyway, turns out when people actually get a livable income, they don't want to give it up for far less. People on the benefit are making 400 a week and up. I make $14 an hour, I JUST break even with that, and I probably make less than most who are receiving benefit.

I feel these are all pretty straight forward facts. The divide here is on whether or not you think the problem is the dole, or that fact that companies are paying their employees way less than basic livable income.

The thing is that the govermtnal almost never participates in the same way companies do, it doesn't need to be providable or even make money most of the time, it was the case in the new deal where they built bridges only to blow them up and build them again, it is the case now where they pay people to not do anything.
The only example I can think off the top of my head of a governmental run businesses doing all it can to "play by the same rules" and trying to be profitable is the Netherlands government owned oil company (which is success story but it's the only case I can think off).
If the government instead of simply raising minimal wages (which it has a right to do even if it's interfering directly in the economy) Simply give people a check with more then minimal wage if they don't work they are also raising wage indirectly ( and I would ratter they just raise the minimal wage because i know i would ratter stay at home with 1.400 than go to work for 2.000 so they are incentivizing laziness)

2) All tips go into a pot and are divided equally or on a percentage basis between staff on duty at the time. Most common in bars and nightclubs.

3) Tips are estimated per table, based on total spending per party. Server kicks back a set percentage of meal ticket regardless of tip received. This is particularly vile, because if the table does not tip, or tips low, the server could wind up "owing" the kitchen for that table.
