I'm guessing that's a stock cube? If so, break it up (if you can) and place it in with the rice + water before you start cooking. It will dissolve into the water when it heats up, and then be absorbed into the rice to flavour it.
If you wait then you risk it not dissolving, which will fuck things up.

if you really want to be safe. Dissolve it in hot water, then add the stock water to the rice, then add any remaining water necessary per the rice instructions.

sure careful not to overdo it, rice doesn't need much salt and this is very salty. I would use half of a cube or maybe even a quarter and then season it later if needed
