If the violent crime rate is high per capita but it's all concentrated within a specific part of the city then the crime rate per capita tells you exactly nothing about your likelihood of being shot if you never go to that part of the city. I'm not saying the offhand example I threw out there is a great or even good alternative, it's just something I thought of to try to illustrate what I'm talking about. If population density and crime rate among various geographic sections of one city vary wildly from one city to another, it's theoretically possible for one city to have an insanely high violent crime rate per Capita but also be on average safer depending on the neighborhood you spend most of your time in than a city with a lower per capita crime rate where the geographic distribution of crimes committed is less concentrated.
