How tremendously stupid of you to not test your pasta before dumping the water. Also you should save some of your pasta water and add it to your sauce. It acts as a thickener and makes the sauce a lot nicer, usually.

The answer is that different altitudes mean different boiling point of water, which means different temp of water, which means different cooking times.
