using weight is more consistant in my experience, also i'd use a 2:1 sugar to water syrup. it's obviously going to be sweeter but it will also be indefinitely shelf stable, and while using it just cut the amount you use back a little for balance

cook granulated sugar in the oven, stirring every 30 minutes, for 2-4 hours or so at 275F
then sift or blend it in the food processor
then add water to that
