Citation? Those were instituted at a time of high gas prices to help offset transit costs, not to split with drivers, unless drivers are using their own vehicles. Even then typical reimbursements are $0.50 or $1 per delivery for gas and vehicle maintenance, which is a losing proposition. Drivers around here make Federal subminimum, just like waitstaff, which is something like $2 an hour. If you're averaging three deliveries an hour, and a couple people stiff you on tips, you're literally losing money.

Fucking this. Pizza driver asks for a tip, I tell him to take up that "Delivery charge" thing with his employer.

What I think I'd like to see is metered pizza delivery cars, with drivers getting compensated for their gas (not their time - they are at work and already getting paid - and not all of it - you choose to be a courier, you are a little responsible for the gas). Pizza places could hook it up with 10-20c/mile for their drivers, gas is covered, they already got their regular wage (and they already make minimum or better), no need for a fucking tip.

If they just flat out stick a delivery charge on and didn't expect us to kick over a tip, I wouldn't care. I'm willing to pay for the convenience of delivery. I am NOT willing to pay the company for the convenience of delivery AND pay the driver for the convenience separately. Where is that delivery charge going? Should I also pay a "we use food service gloves and wash our hands" fee to get that level of service, or should the company expect me to tip the kitchen staff too?

The delivery fee is a way for them to pad prices without making it seem like they're padding prices, so they can keep advertising a medium pizza as costing less than 10 bucks but still price gouge you.

As someone who has a group of about eight to ten over every other weekend for gaming, I tend to order two pizzas from this place called Pagliacci's (Best Pizza in Seattle that's a chain, even if it is a local chain) and end up spending about fifty dollars for two massive pizzas of impressive quality. Then everyone pitches in. We end up spending about five dollars each for about three (big) slices each, of higher quality than these places.

No one I've ever met in real life has EVER had a problem with tipping the delivery person OR the delivery fee. I don't have a problem with it and I'm Jewish.
