No, not if it is fresh and is frozen to super low temperatures as soon as it is caught, to kill any waterborne parasites. It needs to be frozen to something ridiculous like -70c in less than an hour so that it maintains its flavour and structure.

See, where I live (a smaller city in the UK) there are only 4 sushi restaurants in the entire city. One is incredibly overpriced, one is a trash chain restaurant, one is just genuinely trash, and the last is moderately good and moderately priced, but has the worst service and actual restaurant I have experienced in a long ass time.

"Sushi-grade" just means that it was frozen to an incredibly low temperature incredibly quickly as soon as it was caught to make it safe for raw consumption while also keeping the structure of the flesh, normally caught fish meant for cooking has its structure effectively destroyed.
