So I found I have Soy Sauce which is opened. According to the label it says it's best before 2017, but it doesn't say anything about it after being opened.

Is it good? Does it need to be refrigerated?

2017 is in 3 years, labels are usually lower for food that "never" expires so that you will buy more of it.
It only says "if opened" on food that becomes bad faster if you open it, but if it tastes like shit you shouldn't eat it.
