Personally, I wouldn't. That's an example of a shitty piece of meat. Lower quality cuts of beef will have those large chunks of fat in it surrounded by lean muscle. A good quality cut wouldn't have those big chunks of fat. Instead the fat will be spread out as fine marbling throughout the meat. That is a poor example of a prime rib--it was likely a cheapass grade like Choice.
