First, a story:

He also said that some number, I think it was 40%, of blacks in America with professional degrees (MD, JD etc) or higher are first or second generation to the States (IE either recent African immigrants themselves or the immediate children of recent African immigrants).

If he's right, that's a staggeringly huge number for such a small community. If about 13% of people living in America are black and only about 7% of those blacks are first or second generation yet make up 40% of them who hold professional degrees, that certainly does paint his picture pretty clearly about native-born black Americans being base and trashy.

It might easily be higher. I supervise a research lab at a major US university--all post-Doctoral research, not classes. I have met and worked with many black Africans with professional degrees who were either visiting scholars or were recent immigrants. I have only met one "African-American" with the same.
