At a reputable steakhouse, this would probably be called medium, but the run of the mill restaurant will give you this steak as a medium rare.

Simple answer: Yes, that is a medium rare steak. I'd be happily surprised to get that at a chain restaurant.

The "doneness" of a steak is judged at its thickest part. Looking at your picture they did it right. The steak in not uniformly thick so one side will be medium and the edge will be medium well.
