why is ice cream so easy to scoop into when the top layer is still flat but once you go a scoop down, it turns hard as rock?

It's because you need three pigs, labelled 1, 2, and 4. Release them loose in a shopping mall and people will be so confused looking for pig number 3 that you can quickly sink a mattress into a pool so that it takes a crane to get it out. Then, lead a cow up the stairs, coz cows can go up stairs but not back down. So it'll be stuck there making warmer milk due to being in closer proximity to the sun, and the warmness should help make less frosty ice cream that is easier to scoop.
