What is the best outerwear for someone who dresses minimalist?
I think an all black bomber is the obvious choice, but what are other options?
I have seen other army outerwear work, maybe even rain jackets.

Not necessarily, minimalist can be multiple aspects of reduction.
Color is just one example, by having a monochrome fit, the subtle details such as silhouette and drapery is more pronounced.
In contrast, you can have you can have multiple colors with a simple silhouette.

It's not about maximum functionality, it's about anti expressionism, the whole paint splatters and colour representing an artist's feelings kind of stuff
It removes anything that could be seen as the artist/designer expressing themself apart from the essential things they want to communicate
They want to create a literal work/design, essentially, "here this is what it is, it is nothing more than that", it removes any and all room for interpretation and focuses it on the object itself and it's design elements
