What constitutes as overdressing on an average university/college campus? New to trying to be effay

Look around you. See other students and see your professors. If something makes you think, "this looks like something my professor would wear," and not, "this looks like something I saw other students wearing," then it's too much.
This can vary by campus, but generally, more casual is better.

it's a pretty broad spectrum depending. highly dependent on your faculty (!!). my exp in South Africa: business dress bro, humanities vary from basement troll to preppy, engineers dress like they don't see outside.
I'd say beyond semi-formal (no blazer either) is overdressing. mostly i went for minimal but on the dressier side of casual.

Tucking in a shirt is fine.

I'd say avoid a full suit or dress pants. The kids who dress in suits at uni are almost always spastic try hard business students.
