In Europe an actual gang of skinheads would approach you and actually ask you for your ideology (and open your jacket to see if you have political shirts, tatoos, etc.), if your answer don't match their own be ready for the beat up of your life. How hot does it get where you live? In California I can usually survive the summer wearing Jean's, Tshirts, and workbooks. Tank tops will probably look good but it depends. I wouldn't wear shorts at all.
