Dressier. Quips aside, dress shoes will have a leather sole, but from there formality depends on a lot of factors. Whole cut shoes are more formal than shoes with separate vamp and quarters. Closed lacing is more formal than open lacing. A plain toe is more formal than a cap toe or wingtip. Smooth leather is more formal than textured leather. Etc. Etc. However, a scotch grain long wing blucher is correctly called a dress shoe, and they'd be fine in most situations that call for dress shoes. It's a rare situation that calls for a granular understanding of relative shoe formality.
