I think he's trying to say that light gets usually absorbed or scattered by any given surface, but if you turn it parallel to your line of sight, there's gonna be light that's gonna bounce off of the surface perfectly instead of scattering or being absorbed, hence why, close to the edges (where the planes of the forms become parallel), you can see a bit of shine. No idea why it's called fresnel, though.

I am trying to help you but I do wonder if even this stuff I've posted is a little out of your reach. Will you even take any of this into consideration, or will you continue to polish turds for the rest of your life?

Maybe you should at least save them in a folder for when you get older and mature some more, when you think back on this as another one of those embarrassing moments where you weren't nearly as knowledgeable as you thought you were. When you lament wasting your time and desperately want the help, when your skills have truly plateaued for a long time. You try asking for help, but have driven too many people away to really get it anymore.

How sad.

First off, inking requires knowledge of form and value. If you haven't mastered those two fundamentals yet, it's going to be very hard to do beautiful consistent linework. Pic related for what those things have to do with line art.

The DC comics guide to inking comics is a good read, since you're looking into comic stuff. Another favorite of mine is Framed Ink, that book goes over atmosphere and lighting, composition, and even a little character design.

By the way, if you need help with learning about paneling eventually, check out Scott McCloud, Understanding Comics and Making Comics are fucking great.
