Is it possible to make it with an averege IQ? I think people kike Sakimichan, WLOP etc... have an IQ of 115+, averege person with an averege IQ will never achieve this level.

What makes you think that? I guess it could be helpful, I just know from my own experience that a decent IQ alone doesn't even guarantee you will ever get out of /beg/. Programming is way easier than art.

look at art you like, consume as much of it as possible
look at it critically, especially. that just means ask questions and think about answers.
try to reproduce it and/or use it as inspiration
learn through experimentation, iteration, practice, etc.
once you've obtained some experience, read/listen to what the people you admire have to say and see if it's relatable (don't do this out of order or you won't understand what they're saying if you have nothing to relate it to)
if it's relatable, you've likely acquired a new insight and way of looking at things
if it's not, who cares, their opinions must not be important to you
identify your weaknesses and fears and overcome them by confronting them
mostly importantly, repeat!

that's basically all you have to do

a lot of people learn art by doodling. just make basic shapes with a pencil, ink them in such a way that things are behind things, and then color it in, if you want. get a few of these under your belt to build confidence. pic related is something i found on google images. looks unfinished, but promising.

the reason i believe this exercise is important is it gives you an idea about how long something takes. how long did it take you to finish? 3-5 hours, maybe?

now extrapolate. do you think you could make something more complex in less time? no, of course not. why would you think that? it took you several hours just to draw basic shapes and ink/color them. anything that requires, for example, perspective is going to take substantially more time.

the number one reason people give up is because they don't realize how much time something takes to complete. it takes time to complete something interesting!

the amount of time you spend will decrease as you gain experience, but there's a bare minimum for most things. it's a pastime, after all. as in, pass the time. hours and hours should pass, not a few minutes of frustration where you give up because the results aren't appearing immediately.

IQ has little to nothing to do with sucess, and is easy to see how being extremely smart can hinder or harm you in many ways. But I can understand your doubt, since you are probably on the low-end team.
