How do you draw from imagination, and if you don't. What is the ideal way to use a pose reference that isn't copying?

You just build up a visual library by
observing things and trying to figure out what you're looking at when you're not drawing.
Absorb every picture you see and redraw it in your mind.
It's all mental training until it's time to practice, the it's repetition and correcting mistakes.
Personally, i only ever draw from imagination because i enjoy the struggle.
Only downsides is that most of the time i want to force myself to be original and actively avoid recreating things or poses i saw and it forces me to apply my raw knowledge, which does slow down creative process by a lot.

over time you will develop a visual library of things you like, and once you are comfortable enough with the fundamentals youll become more inclined to draw from memory that youve collected. Ive seen hundreds of thousands of coom pictures in my time alive, without hyperbole. Drawing coom comes far more naturally than say a muscle car or a factory setting.

I've yet to see a hand drawn to correct proportion on /ic/ yet. The draw guide doesn't deviate from this.

I was also told this by my teacher, It's really not good advice. My teacher never demonstrated how he drew and would only use Betty Edwards book to teach us. I suggest getting yourself an anatomy book (Richer or Goldfinger), studying Vilppus Drawing Manual (or anything that breaks down the figure in simple forms like boxes, cylinders and spheres like Bridgman or Hogarth). You'll see massive improvements in figure drawing classes which will eventually lead to being able to draw figures from imagination.

Also study enough perspective to the point where you can freehand objects and backgrounds and not have things look wonky (for this, Ernest Watsons book became my favourite)

Or maybe draw from imagination, analyze what you've drawn and identify what's wrong with it
You need to develop the ability to identify issues using your own intuition
Its far more useful than simply getting an unconscious knack for whats right by drawing from life

I've struggled with this for a long time.

And honestly the answer is, just copy it.
You gotta get that understand somehow, just don't copy everything unless you're doing a study.
You're likely not going to be that accurate when you're beginning anyways.

Now that being said, it's good to lay down the pose from your mind first, as ugly as it may be. THEN find a reference that's similar, this should help a bit.

my only problem with drawing from imagination is I don't know what to have the arms doing
I gesture and construct a great hips, torso, legs, head and then idk what to have the arms do that feels natural

That's should be the point of referencing, you don't want to copy because then you'd be better off just tracing.
