Considering FOP and DP are basically just flash animations, its what he's known for so its not surprising.
A bigger thing I notice though is, a lot of the older western animators that denounce anime all together are never capable of actually drawing a really nice aesthetic picture, be it western or eastern style. Unlike many western comic artists who are fantastic themselves, almost any senior western animator can't actually draw a really nice picture on the level of the top tier asian animu artist.
Its like a fox and the grapes situation. "I can't draw anywhere near this level, therefore its stupid and I wouldn't want to do it anyway"

Tracing is when you overlay an image and draw over it, line for line, to match the original. Nothing less.

Honestly I'm not sure. I don't draw solely from imagination very often because I'm limited in what I can do creativity wise. Maybe people who are better at it than me really do just have a mental image of a fully posable figure/

For me though I'd say I moreso just have the muscle memory memorized to draw the exact same 3/4th profile of an emo dog with rainbow hair from years of doing it. I'm fairly confident I could do it with my eyes closed now

of course, the hability to copy what's in front of you is the initial stage of an artist and is the easiest thing to do, it doesn't require a lot of skills to do it.
but what i was trying to say is that you can copy an image to the point where you can put it over the original one and look like you traced it, not 100% accurate tho, but that doesn't mean that you can draw it from imagination, those 2 skills do not correlate.

In this particular instance, the drawing which is being copied is an extremely simple line drawing of an anime girl. Any real artist should have the knowledge of the subject matter (through which they can analyse the reference) and enough sensitivity to proportion, shape, angle, and line to be able to easily pull off an even closer copy of the anime girl than butch did (without tracing it nonetheless).
If an artist is incapable of that, then they clearly have holes in their understanding of all the aforementioned qualities to the point where their "drawings from imagination" don't amount to anything but flukes and coincidences.
If you can't redraw some basic anime girl from your imagination than your skill level for "drawing from imagination" must be limited to boxes, cylinders, and floating loomis heads because I can't think of anything else that could be easier.
