I run krita on a shitty old laptop and while the fans' spin speed makes it clear its having a rough job, it runs just fine. Almost never crashed either. And all payed softwares I gave a try(yaar haar) run even smoother.

Ryzen 3 - 3500U (integrated Vega 8 Graphics)
Ram 8 GB (4 GB soldered, so technically you can have up to 20 GB RAM, but even then 12 GB RAM is enough for modern usage).
At this price point, this is the best you can get. Ryzen totally blown the fuck out intel with their iGPU.

And thermal too, from what I know, Lenovo has good designs, Asus, not so. For 500 bucks price point, the other competitor is Acer, but from what my friends experience their built quality is poor. As for processor and ram, yeah, they're important too. If you want to use heavy GPU programs like blender, premiere pro, other video editing software, you better build a PC with dedicated GPU. But if you just want to draw using Clip Studio Paint, Krita, or animating using Adobe Animate, Lenovo ideapad 3 will deliver good performance. Oh, also by default those iGPU is allocated with 500MB VRAM, but you can set up in the bios to allocate your RAM to VRAM up to 2 GB (search on how to do it on youtube/google). So, if you want to play games, you better allocate 2GB of your RAM (from 8GB -> 6GB available for other tasks) to your VRAM.

I think digital is cheaper as long as you fill 40+ sketchbooks per tablet you go through. The entry cost is high but the upkeep is really low. Using art programs that require gaming computers implies you will settle for nothing less than the top program that is far more than you need unless you have already made it and need it for your art career that has a lot of demand for detailing individual skin pores. You do not need that much power. Slow down and settle down, because a fantastic tool in the hands of a amateur doesn't instantly boost your skills.

Getting a tablet and a great computer is basically required for art. Not having a great computer means not having enough history states, not being able to have dozens of tabs of reference open and not being able to work at high resolutions. It means that you won't be able to run heavier programs like photoshop or many of the 3d art programs. In essence, it's a big draw back in terms of your performance and development as an artist.
