Drawing a lot is one thing, but also looking at many artists and applying what you like about them to your own work is equally as important when trying to learn how to draw, and teens can totally do it.

What most people don't realize is that the enviromental factors are still highly important, but think of it this way - there's not much to do to raise your 100 iq to 120. Technically a social influence since girls are taught from a early age they should not try to improve but rely on talent which comes from being complimented constantly for natural gifts like beauty.

Women are able to reach the same IQ as men. A study specifically on high IQ adults found the only difference between men and women were physically different brains. Men have more grey matter. Women have more connections. The women with more connections and less grey matter had the exact same IQ as the men because they used their brain in different ways. Even the myth women have smaller brains = dumb has been disproven. There is a dwarf man with a brain the size of melon who has a extremely high IQ. He changed the entire view that brain size had a connection to brain power. Especially since elephants aren't ruling the earth with their jumbo sized brains.

Then it's a damn good thing psychologists take into account cultural differences and have had entirely different IQ tests for each people even primitive people for over 20 years now. IQ tests are complex. Real ones have a human there with years of training to monitor and give the test.

Some dogs are smarter than others for the exact same reason as humans.
Without a doubt different organisms have different capacities for brain activity. Snails will never reach the intellectual level of even the most watered down dogs.
However, this only applies to intillectual capacity and in some cases (mutations such as downsyndrome, autism, etc) it can also affect capacity for learning. The differences between species of the same genome is not so vast as to produce a conclusive result.
