Some parts of Europe, especially Nordic countries, have more relaxed views of nudity when it comes to bathing whether it's at the sauna or at a beach that are more in line with the Japanese way of doing it.

It's totally normal in Japanese culture though, and most public baths aren't exactly the size of swimming pools either so for them to be in a high-end western hotel's bath isn't too big of a difference.
