It's why I like a more slender and fit Yuuka than something more in line with the rest of the hags. She fits a less sedentary lifestyle than someone like Yuyuko or Yukari, even though she might be a few times older than either.
She just seems more active compared to them, even though it's mostly just gardening and walking about.
Her PC98 character was more of a tomboy, but we only see her when she is about to go and have a big fight or her nightwear, so that might be why she didn't wear a skirt back then. Still, she has more gusto than a lot of people, no matter what PMiSS says.
