Shirou is not armed with the Ever-Distant Utopia until the finale of the Fate route. His regenerative ability is able to recover from decisively lethal wounds short of destroying his brain, up to an including bisection from the shoulder to waist.

You don't seem to understand how a Noble Phantasm works. The regeneration is a side-effect, a passive ability given to Avalon's bearer so long as they are Arturia or in proximity of or magical contract with Arturia. The absolute immunity and relocation to the ever-distant fields of Avalon is only granted by saying its true name.

Saber did not have Avalon at that time. Excalibur offers no protective benefit.

Avalon does not block an attack, but with Excalibur paired with Avalon, it can manage some measure of reflection or counterattack. Instead of stopping an attack, it makes Arturia a null target who cannot be touched. You cannot attack her, and your attack goes over the area where she was (but is no longer).

EX-rank means "unmeasurable powerful/divine." It is beyond any true measurement, so you are basically ranking that ability as "infinity plus." There would be no greater legends to overcome it in the first place.
