Dwarves, maybe, but that's it, and there's a lot of differences there. In my little spiel alone, the affinity for nature and speed are straight out, to say nothing of height, and a lot of the qualities they share are of a different flavor. Elven and therefore tengu arrogance is very different from dwarven arrogance.
On the other hand...goblins, fairies, oni? The hell are you on about? They're not even close, especially the first two.

I stand by my statement. Touhou tengu are elves, with all the implications that carries.
