At what point do sentences become easy to understand? I'm currently ~N4/N3. I'm going through an NHK Easy article and I could understand the meaning of every word, but still not understand what they're trying to say in a natural way due to the placement of particles/combination of sentences.

Is this lack of grammar knowledge or just how i'm processing the information as I read it? I feel like i'm constantly trying to understand the meaning of an English quadruple negative sentence, tracing things back and forth until I get to the intended meaning. I'm trying not to convert it to English first to understand it and i'm sure the explanation of "just read it in Japanese" is the correct answer but at what point did that not become so difficult?

Example:
>町の中や駅にある「公衆電話」の使い方を子どもに教えるウェブサイトを作りました.
How I read it:
>In towns and stations are public telephones's way of usage to kids teaching website was made.
Obviously I can kinda get what they mean but it's so jumbled in my head it doesn't immediately tell me:
>We have created a website that teaches children how to use "public phones" in towns and in stations.
To think in Japanese is almost like to think in a programming sense. I just need to understand how particles encapsulate prior sentences better.

>Was made(Website(Teach children(usages of public phones)))
