That's possible! I also feel like they're almost functioning like the informal gatekeepers or as a ripeness gauge; if someone looks younger than them, they can stay in Madonna but if they look/give the impression of being older than either, they get transferred to/debut with Monroe.
Maki Tomoda being at Monroe isn't that surprising to me, though. I know stage ages are fake but the fact she's marketed as a 50+ year old woman is still relevant here. Even without the age thing, I do also think she's visually half a notch riper than Yumi and Maki Hojo even though it's possible they're all basically the same age IRL (not that it would matter either)

Yumi has the longest career ever (25+ years) and Maki T is considered to have had a 20+ year career as well (though she's had extended hiatuses amounting to a few years in total during that time period)
