It's no different from other forms of BDSM, that should answer most of your question. As to why it's superior to other forms of BDSM:
- Casual setting largely free of the stereotypical BDSM symbolism and rituals. (Screw leather and crops and all that crap.)
- You don't need to do anything actually harmful to the other person. (Blood and mutilation are a huge turnoff.)
- It's an extremely effective as a form of humiliation, since humiliation is inversely proportional to the amount of actual harm done (it's less of a shame to get hurt by something actually hurtful). Plus you're touching and exposing some shameful parts of body in the process.
- But if you want, it can be all about caring for the other person. You're disciplining them for their own good, after all. Then they can say they're sorry and won't do it again, whatever that was and you forgive them and all is good again. It forms a bond.
- Most importantly, asses. Nothing beats asses.
