An infinite time where the required work can be done. I don't see why this should be a given. The universe itself isn't infinitely old, furthermore, most models I've read about set a limit to its maximum age, or given the tendency of entropy, at least a finite time where work (read a change in the configuration of materials) can happen. In a perfectly entropic universe, your materials can't reassemble to form your brain, even given infinite time.
Even considering the possibility of a universe in an oscillating state, and a non-deterministic starting point, not all configurations are possible. To use your example, you can't get 5 kings in a deck just from shuffling it.
Finally, for your physical hardware to manifest (I assume you accept consciousness needs a physical medium, as you keep talking about brains), and the shuffling to occur, you need some kind of material "resetter", a re-emerging space-time or something similar, which builds up and breaks down. The whole argument hinges on the probability of the start of the universe from occurring and given that both models require at least that.
In the case of the void brain, you need an infinite amount of Big Bangs, of at least enough to beat the odds of a functional brain with my memories to arrange. You would have a sea of half brains and brains fighting their own memories for that to happen, though. With no overarching mechanism sorting the memories.
In the other case, You just need a universe vast enough to permit at least one instance of life occurring and long-lived enough to have it reach a point at which consciousness to be possible, plus-minus some retries, and form a consciousness permitting brain from among a population with similar traits in an environment of gradually emerging organisms. No half brains needed.
You want to beat the creation of the universe because of its vastness by filling a multiverse with individual brains.
