Pekora isn't considered an irreplaceable talent for COVER. You can argue they underrate her value as a pure streamer but the issue is she doesn't bring much to the table elsewhere and they were created to be virtual idols not just streamers. Look at the other big names they have accommodated in various ways:
Fubuki - Face of the company for a time, does multiple ad spots, promotes new talents, promotes homostars, can do public media, can sing
Coco - Actual highest earner in superchats at the time, can host events, was personally scouted and recruited, critical to global (western) expansion
Aqua - Carried the company financially out of the startup realm to profitability, does Idol stuff, was critical to Chink expansion before Chinks ruined that, relatively low maintenance, does all the stupid things the company suggests and listens to her manager (avoid controversy, "tweet to your fans when you wake up!" etc), made a shitload of money in a prerecorded online-only concert
Sora - literally the only reason the company exists
Pekora basically only streams and has some very minor appeal as an idol in the same way that Korone mostly streams weird, old video games and then will show up at the concerts and do some dances. Marine is nearly as popular and can do public media stuff like Fubuki. Rushia makes a ton of money. Gura and (ugh) Mori are very popular EN talents. These are all probably valued similarly internally in COVER to Pekora. She doesn't have extra value to them like Mito does to Niji. She doesn't have a ton of friends in the company whose popularity is increased by interacting with her (the biggest example of this is...Moona, I guess? Then to a lesser extent Miko and Marine who are both established by now).
Yes if they invested in her and promoted her to ad companies as a popular character with kids, did promotions with her cute usagi character in public etc. they could probably make even more money than they do now but they dont need to put all their eggs in the basket with her when they have a hundred talents at this point
