There's a good explanation for that. Sacchan is so big that her body naturally produces a lot of heat. However, the ratio of her skin surface area to her body volume is lower than it is for her smaller sisters due to her large size, so she doesn't dissipate the generated heat as well as them. As a result, she prefers cooler ambient temperatures and lounges around wearing just panties and a shirt while blasting a fan on full power, cooling the outer layer of her body (skin) and helping her cope with the hot Makai summer weather.
