It's because they stink of 'nothing' as a result of not existing so they saw them as an alien threat, but aside from that, they're probably prejudiced against the pair since Seija's a known miscreant, Goro almost nuked himself in front of the HSE, they came in through the front door, and unlike the rest of the Yakumo team they're not Youkai like Yacchie or Konaga nor are they hermits like Seiga.
Goro's also friendly with Takane and at least Momiji calls Yamawaro dirt kappa, so there's lots of reasons the white wolves may not be so keen on the two. Although notice that when Seija reminded them of the Hierarchy, they obeyed. Tengu are Tengu afterall.
