No salmonella in Japan, they can eat raw eggs just mixed in with rice. Their fish are also good because of the Pacific ocean which why sushi is a thing. In the eu for example all fish used for sushi or other meals where the meat is consumed raw has to be frozen at a specific temperature for several weeks before it ok'd. Salmonella isn't an egg bacteria. It's a bacteria than inhabits bird intestines. Any egg is theoretially edible raw, provided the shell is intact, the egg is fresh and the shell has been properly cleaned. Birds have a cloacha instead of a vagina and a rectum. The egg passes through the same organ that fecal matter does. If a bird has salmonella, the egg can become infected through fecal matter. And if the shell is cracked, or thinned due to being old the bacteria can get inside the edible part of the egg. Even if it stays outside, you can infect the egg while cracking it open. If you clean it and properly cook it you can still avoid infection. You could be eating salmonella eggs all your life and never get sick because the bacteria dies at high tempterature. Basically if you live somewhere where salmonella among chicken is common, raw eggs are like russian roulette, which is why it's simpler to just tell people to just cook em properly or hard boil them. However if you live in a country with no salmonella in it's chicken population, you can just eat eggs however you like
