What can't be argued is that fairies do not require human presence in order to exist as shown by their presence in areas hostile to human life, which makes them entirely unlike all known youkai who rely on the humans in some form or another, and what defines youkai over other supernatural creatures such as angels and spirits. They don't eat humans, they don't scare humans, and they don't need the faith, which are the hallmarks of youkai and why they need Gensokyo to exist, while fairies are spread beyond Earth and would continue to exist without it.

From Strange and Bright Nature Deity, the implication is that fairies themselves are able to exert a small amount of belief in the same way that humans can and "true" youkai can't, like the Three Fairies of Light giving life to their tree, and by extension fairies giving life to nature as noted by Yukari, with nature itself being what ultimately resulted in humanity and the Lunarians who created the youkai. Their presence is older then that of youkai.
