You need to do the "find the murderer quest" in the capital adventurer guild.
Be sure to pick the right dialog choice in the after-mission talk (not that I remember which it was on the top of my head).

First you need to do the murder quest and pick the 2nd option when talking to Rin at the HQ after the quest is complete.
