Really though, I feel that is a really weird line on Keiichi's part. It's like he fully remembers and understands everything about Minagoroshi and Matsuribayashi, even though nobody should really remember anything about Mina, and he was almost completely irrelevant during Matsuri.

Keitarou interpreting it in the most retarded possible way, by focusing entirely on the quantity of "friends", even though his relationships with them are obviously rather shallow (he can't even convince any of them to join his club), could be a decent character arc as he is eventually forced to realize those bonds he's forming are worthless when dealing with actual adversity. Maybe there's some trauma in his past that left him obsessed with making friends all the time, but it could also just be a sense of hero worship towards Keiichi, with maybe a bit of a messiah complex thrown in just for good measure.
