It's not that weird of a pairing, really. Keiichi's not actually getting a card here, but Mei has been pairing them up as good friends wherever they can, though they only had a handful of chances to actually interact.
If they ever got a real chance to interact in canon instead of Satoshi always being cucked, they'd probably be great friends.

They did do upgraded cards from last year, but I get the feeling that they don't really want to do the same event multiple times. Last year didn't have a proper Halloween event either, nor did they do anything with Setsubun this year.
There was a second Christmas event, but it took place at St. Lucia, which distanced it significantly from the previous year's event.
