You might be surprised. Just look at how in many reptiles (particularly many lizards and crocodilians) their tails are longer than their bodies and take up a substantial portion of their body mass, yet have no organs within them.

I'm not saying there aren't organs in a lamia's snake portion necessarily, just that they wouldn't be as full of organs as a real snake's body (as most snakes have quite short tails), and this would give more room for muscle.
