I do tend to lean toward Genge being more unstable and impulsive with Muge quietly watching as it all goes down, but now that I mention it you meet Muge first, and she seems pretty okay with just leaving were you not fighting her for no reason.
Genge finding her sister all beat up and some random stranger who wants to fight her as well would probably affect her judgement a little.

Still, we don't exactly have too much to work with, so the theme being what it is is my basis for her character in liu of anything much else.
