I think they had enough time, they just didn't do enough with it. They seemed to think that showing the same few character traits and interactions between the main cast was enough, when they should have been giving more overall history and dynamics to each character.

Really, if you look at the main cast, the only new thing established after the first two chapters, which introduce them and their position in the Polaris conflict, was that Tamaki can put on a scary face. That's it. Club game, Angel Mort, Festival... Everything was just showing the same traits over and over.

It doesn't help the first 3 chapters had many shared scenes between the two arcs too.

There's a reason the Onikakushi manga skipped most slice of life stuff in order to give more focus to the later chapters which had Keiichi learning about the past of Hinamizawa and Rena while slowly going crazy. That was the part that really needed time, not the intro.
