She is, the common people of Gensokyo do like her, even if she's terrifying. She seems to treat everyone properly, if she's not that interested in them. Only if you catch her eye, she'll start doing things, beause she wants to know what you're gonna do about it.
Everyone in PoFV was just trying to start shit with her while she was out enjoying the flowers. Her entire scenario is "you did this" and then Yuuka says "no" and beats whoever said it up. Yuuka just gave people what they wanted, 1. because she thinks it's fun and 2. because she knows she can't talk her way out of it.

All these things don't contradict each other at all.
Yuuka enjoys getting into fights, it's a good time for her, but she's also a very mellow and kind person at the same time. Ordinary people will of course see her as uptight and having a temper, because she's really strong and really polite.
And Yuuka is extrememly calm and hard to upset, the only she seemed genuinely upset was when Reimu and Marisa woke her up, but she quickly returned to her usual teasing demeanor afterwards.

All these interpretations are valid to some extent, because Yuuka is beyond a human frame of reference, moreso than anyone else. The only people more alien than here are Junko, Seija and perhaps Eirin (but she is good at pretending).

I don't like it when more detail is added and it starts to look realistic.
