Rainbow medals and rarity promotion. Both are extremely long-term projects, but they're also the only luck-independent ways to get specific rainbows for a free player.

You get bond crystals whenever you fuse or sell a girl (you get the same amount either way, so fuse your golds if you can help it). You can exchange these for D-medals, and exchange D-medals for D-tickets, which have 92.5% gold/7.5% rainbow rates. Every time you fail to get a rainbow from a D-ticket, you get 30 rainbow medals. Every time you roll a gold/rainbow dupe from the gacha, you also get 2/50 rainbow medals. Once you reach 300 rainbow medals, you can trade these for any gacha rainbow, and this list is kept up to date with each event, so you can sit on your medals to instantly snag any new girl that captures your fancy. It takes about a year to get a rainbow through this method.

Whenever you roll the gacha, you also get rarity promotion crystals (2 per 5-roll, 22 per 11-roll). These are used to turn 5* and lower knights into 6* versions with stats, skills and abilities on par with gacha rainbows. The price depends on the rarity and skill/slot status of the girl, with SL5/4-slot gacha golds taking 500. Golds that receive rarity promotions get a discount gacha (30 flower stones, 12% gold chance but no rainbows) to help you get some extra dupes/rarity crystals. If you take care to only promote maxed out girls, and are willing to use the no-rainbow banners for some extra crystals, you will get enough flower stones to fuel two promotions per year.

I'm fairly sure it was three weeks, since I started storing up once the discount gacha for Waterlily/Anemone popped up, and that was on March 12.

This month was an outlier since we just got 80 extra stones thanks to the gratitude campaign and today's server troubles, though.
