I found my problem. The crf values for x264 and x265 encoding are different. The default crf value for x264 is 23 while it's 28 for x265. The line I copied online has a crf value of 21 for x264 but I changed it to x265 without trying to match the crf value which was why the compressing was faulty. The videos look like they're getting compressed now. I just set it to 28 because that seems to be the sweetspot.
