Even Japan doesn't care for HM or ULiL, who the hell was like "Gee, we should make ANOTHER game based on HM after ULiL did even worse than HM did".

It's obvious soku did the best out of all the fighters. I'm not saying they should make Soku 2.0, but at the very least they should drop the HM/ULiL gameplay after realizing how badly it did, why not try something more traditional like IaMP? Or maybe try something new if they want to try making a flying/bullethell style game?
