Humanity managed to first make its push into the extra-terrestrial due to a socio-political competition with wide-reaching implications and consequences. These external factors diminishing generally caused the stagnation and loss of interest in the fields since.

Basically I'm saying a need for new resources to manage a population which one planet alone cannot handle would kickstart a new-age space race.
