I like to think she's only a little under 6'.
Tall enough to be intimidating to the japanese, especially in a place where they won't even grow to the full towering height of 5'8", but just short enough to be pretty average to a westerner.
Mostly for comedic effect, I can imagine her trying to look down on some random white guy and failing because people were just a lot shorter back in her day.
Then looking up ever so slightly with a hint of a scowl on her face in contrast to the usual smile (even if it is meant to be creepy).
