Hehe. Suprisingly- It's gotten better lately. I haven't found it completely empty ever in at least 3 months now, it's pretty badass. I've held my own and wiped parties of 3-5 pretty easily a lot of the time (on Paladin).

Yeah... I definitely would have given up by now if I didn't see a lot of promising new material. 3-1 and 3-2 classes are going to be insane, as well as instanced dungeons, battlegrounds and their rewards. I'd have to say I see a lot more content updates than my last long-term MMO (PSO V1/2/3, and GameCube version).
